1.1    Vision
A country with a well managed environmental resource base, supported by strong scientific and technological practices for sustainable development.

1.2    Mission
The Ministry of Environment, Science and Technology (MEST) exists to establish a strong national scientific and technological base for accelerated sustainable development of the country to enhance the quality of life for all.

1.3    Objectives
The overall objective of MEST is to ensure accelerated socio-economic development of the nation through the formulation of sound policies and a regulatory frame work to promote the use of appropriate environmentally friend, scientific and technological practices and techniques.

Specific medium-term objectives are:

(I)          The intensification of the application of safe and sound                      environmental practices;
 
(II)         The development and promotion of a science and technology
               culture at all levels of society.
(III)        The development of the sector�s institutionalised delivery                    capacities in human resource management, infrastructure                    and plant/equipment through appropriate policies and                        legislation.
 
(IV)         The promotion of public demand for science and technology                products and services;
 
(V)          The encouragement and strengthening of compliance of                    human settlements standards in communities;
 
(VI)         The strengthening of linkages with local and international                    collaborating agencies;
 
(VII)        The promotion, co-ordination  and evaluation of research                    and development activities;
 
MISSION STATEMENT

TOWN &COUNTRY PLANNING DEPARTMENT (TCPD)

VISION
To become a unique technically capable and proactive entity, able to contribute effectively to the rational development of sustainable human settlements in Ghana.

MISSION
To plan, control and ensure the harmonious, sustainable and cost effective development of human settlement in accordance with sound environmental and planning principles.

WE ARE RESPONSIBLE FOR:

National Level

�    Formulation and review in collaboration with relevant agencies, national policies and strategies for the development management of human settlement.

 
�    Formulation and review of human settlement legislation and technical standards relating to the use of land

�    Provision of advisory services on land  use planning and management to government institutions, the private sector and the general public

�    Preparation of human settlement plans to guide the growth and rational development of human settlements

Mission Statement

Centre For Scientific And Industrial Research (CSIR)

To generate and apply innovative technologies which efficiently and effectively exploit Science and Technology (S&T) for socio-economic development in the critical areas of agriculture, industry, health and environment and improve scientific culture of the civil society. Technologies developed will be commercialised for Private Sector Development in Ghana and abroad.

Mandate

�    To pursue the implementation of government policies on scientific research and development:

�    To advise the Minister on scientific and technological advances likely to be of importance to national development:

�    To encourage co-ordinated employment of scientific research for the management, utilisation and conservation of the natural resources of Ghana in the interest of development

�    To encourage in the national interest scientific and industrial research of importance for development of agriculture, health, medicine, environment, technology and other service sectors            and to this end to encourage close linkages with the productive sectors of the country.

�    To co-ordinate all aspects of scientific research in the country and to ensure that the Council, the research institutes of the Council and other organisations engaged in research in Ghana, co-ordinate and operate in their research efforts:

�    To exercise control over the research institutes, centres, units  and projects of the Council and to have power after consultation with the Minister to create, reconstitute, merge or dissolve any institute ,centre, unit or project of the Council:

�    To review, monitor and periodically evaluate the work of the institutes administered by the Council, in order to ensure that research being carried out by the institutes directly benefits identified sectors of the economy and is within the national priorities.

�    To institute a system of contract research to ensure that research being carried out in Council is relevant and cost effective:

�    To encourage and promote the commercialisation of research  results:

�    To undertake or collaborate in the collation, publication and dissemination of the result of research and other useful technical information.

�    To organise and control services and facilities available to the Council and generally to manage the properties of the Council :

�    To encourage the training of scientific personnel and research workers through the provision of grants and fellowships:

�    To co-operate and liaise with international and local  bodies and organisations, in particular, the universities and the private sector on matters of research:  

�    To perform such other functions as may determined by the Minister.

The distinctive features of the 1996 Act which distinguish it from previous legislation on national scientific research are the emphasis accorded private sector concerns and the introduction of market principles into the Council�s operations through the commercialisation to research. The Council, in this connection, is expected to generate part of its income through the sale of its products and services and to institute a system of contract research.

MISSION STATEMENT

ENVIRONMENTAL PROTECTION AGENCY (EPA)

The mission of the EPA of Ghana is:-

�    To co-manage, protect and enhance the country�s environment, as well as seek common solutions to global environmental problems.

The accomplishment of the mission is to be achieved inter alia through:

�    An integrated environmental planning and management system established on a broad base of public participation, efficient implementation of appropriate programmes and technical services, giving good counsel on environmental management as well as effective and consistent enforcement of environmental laws and regulations. The EPA is an implementing Agency, a regulatory body and catalyst for change towards sound environmental stewardship.

VISION

A country in which all section of the community value the environment and strive to attain sustainable development, with sound and efficient resource management, taking into account social and equity issues.

An Agency dedicated to continuously improving and conserving the country�s environment in particular.

MISSION STATEMENT

GHANA ATOMIC ENERGY COMMISSION (GAEC)

The mission statement of the Ghana atomic energy commission entails the following:-

�    To promote research and development through the application of nuclear and biotechnology techniques to:

1.    Enhance agricultural productivity and food security
2.    Improve human health and safety
3.    Ensure industrial development
4.    Ensure human and environmental protection from the harmful              effects of ionising radiation.

�    To advice Government and create national awareness of the potential of nuclear energy as a source of electrical power worth introducing into Ghana�s energy mix for enhancing her energy security and sustainable development.

�    To create an environment, which enables the GAEC to commercialise its research output.
